No Funds Released to Foreign Intervention Council, Clarifies Accountant-General

The unfolding drama surrounding a suspected pseudo-agency took a sharp turn today. The Office of the Accountant-General of the Federation (OAGF) broke its silence, declaring that not a single kobo of public funds was ever released to the controversial Presidential Foreign Intervention Promotion Council (PFIPC).

Contrary to viral reports, the OAGF clarified that the council does not operate an active account with the Central Bank of Nigeria (CBN). This debunking follows widespread allegations that government funds and civil service salaries were secretly funneled to the embattled body.

Addressing the claims on Tuesday, July 7, the OAGF Director of Press and Public Relations, Mr. Bawa Mokwa, stated that the council has received neither a budgetary allocation nor any form of financial disbursement from the federal government.

The OAGF spokesman explained that an application to open a CBN account for the council was indeed started, but it fell through due to missing documentation. He emphasized that no account can be legally activated with the apex bank without the green light from the AGF.

According to Mokwa, council convener Adeniyi Adeyemi initially approached the OAGF with an appointment letter linked to an existing agency rather than the PFIPC.
The account-opening process was triggered by the document but was aborted because the designated signatories were never named. He emphasized that the account never became active, making it legally and technically impossible for any government funds to reach the council.

He stated; “The account, till today, has not seen the light of day. It has not seen one kobo because the account is not completely operational.

“That portrays that he has not collected a dime. The Accountant-General has not released a dime because they don’t even have a place where the money can be paid.”

The OAGF emphasized that the council remains completely defunded, noting that its inclusion in the 2026 budget has not progressed to actual cash releases. The treasury single-handedly shut down rumors regarding salary payments, clarifying that the fake agency never bypassed the rigorous, mandatory hiring approvals required for federal establishments.

“Based on our
knowledge, he has not employed anybody,” Mokwa said.

He further noted that the path to onboarding personnel onto the Integrated Payroll and Personnel Information System (IPPIS) strictly requires prior approvals from the Federal Character Commission, the Budget Office, and the Federal Civil Service Commission.

He stressed that, “Only after obtaining the required waivers and approvals can the names of employees be forwarded to the Office of the Accountant-General for enrolment on the federal payroll and payment of salaries.”

Dismantling the payroll rumors, he concluded: “He cannot capture even one name without those approvals because once they are captured, payment will come from the budget,” reiterating that the council’s documentation remains non-existent.

Ultimately, the OAGF stands firm: in the absolute absence of an active CBN account, federal budget backing, or legal recruitment approvals, all rumors of the PFIPC receiving public money or running a payroll are completely baseless.

In reaction to the bribery and murder allegations brought by Prince Adeyemi, the Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, has threatened legal action. Acting on his instructions, Pinheiro LP demanded an unreserved apology and a full retraction within 72 hours, failing which a ₦10 billion civil suit will be filed.
